The Lillian Phelps Safety Town was started in Chisholm in 1976 with dedicated efforts of the Jaycees and Mrs. Phelps. The first several years it was held at the Lincoln School with the town painted on the school parking lot pavement. It was the first Safety Town in MN, having originally started in Ohio. It then expanded to Hibbing and Princeton and moved on from there. The first small vehicles were red, white, and blue, hot cycles--it was the bicentennial year. Various sized Kett Cars were purchased and seat belts were added to the frames. When the Lincoln School could no longer be used, the program moved to the VS School where the town was taped onto the gym floor. The core group of initial volunteers gave our community a lasting gift.
